With OGG low bandwidth and high quality, without metallic compression artifacts at low bitrates, are possible.

The AoTuV Ogg codec is a further developement, open source, of the original one. And a very fast and good one, one can get it here:

Our experiments show that Quality settings as low as (minus)-1.73 have very good quality and use between 40 and 56 Kbps (max.)

With (minus) -0.37 being a favorite for bitrates between 48 and 64 Kbps, sounding like a 128Kbps MP3 stream! ( or an CBR 80Kbps original Ogg dll stream, like used in Flatcast. )

Would love to see the AoTuV Ogg codec implemented and the ability to use the quality settings with audio. Maybe limit the Quality setting from -2.0 to 0.0? So it will not go over the 80 Kbps audio limit?
